In July 2013, the Bulgarian partner - Platform AGORA - branch Burgas started the implementation of the project "Black Sea Areal for Culture and Art" (BASACA),MIS-ETC Code 1551. The project is funded by the Black Sea Basin Joint Operational Programme 2007-2013, regulated by the European Neighborhood and Partnership Instrument (ENPI) of the EU under the second call for proposals. The project addresses priority 3: Supporting cultural and educational initiatives for the establishment of a common cultural environment in the Basin Measure 3.1 Promoting cultural networking and educational exchange in the Black Sea Basin communities.

PROJECT OBJECTIVES

The overall project objective is the mobilization of local resources for creation of a common cultural environment for the Black Sea Basin communities.
Among the specific objectives the following are highlighted:

  1. Foster integration and sharing of cultural heritage and traditions of within the Black Sea region;
  2. Upgrade skills and knowledge and build capacity and competencies of managers in the culture field in the Black Sea region;
  3. Support children and youth from Black Sea communities to involve in culture and art related activities;
  4. Stimulate the mutual understanding between communities within the Black Sea Basin and respect for cultural diversity;
  5. Create sustainable network for long term cooperation in the field of culture and art.

 

TARGET GROUPS

The target groups of the project are not-for-profit cultural organizations and cultural institutions from the Black Sea region (NGOs), individual artists and creative formations, as well as civic organizations from EU member states and candidate countries from the Black Sea region interested in culture and art.

ACTIVITIES

The project activities are implemented within 29 months period and are set in four groups as follows:

  1. The first group of activities involves establishment of a Regional Network for Cooperation in the Culture sphere "Black Sea Areal for Culture and Art"; establishment of a Black Sea Cultural Center in Komotini with information units in Burgas and Odessa; creation of a web site of the Regional Network for Cooperation in the Culture sphere and the Black Sea Cultural Center in Komotini, Greece.
  2. The second group of activities involves activities for capacity building, human resources development and exchange of good practices; an online training in two modules "Management and Marketing of Culture" and "Increased Capacity for Culture Product Management in a Multiculture Environment".
  3. The third group of activities involves organization and holding of cultural events in the Black Sea Areal for Culture and Art in the project partner countries in the period May - September 2015:
    • International Theatre Festival "Myths and Legends of the Black Sea Communities", Komotini, Greece
    • International Folklore Fair of the Traditions of Black Sea Communities, Odessa, Ukraine
    • Creative Workshop for Children "Wonders from the Sea", Burgas, Bulgaria
    • International Creative Art Workshop "Black Sea Palette ", Burgas, Bulgaria
    • International Culinary Exhibition with Workshop "The Black Sea Tastes", Burgas, Bulgaria
  4. The forth group of activities is related with the promotion and visibility of the project.

 

RESULTS

As a result of the project implementation a sustainable cross-border network for culture and art was established, open to NGOs, institutions, cultural formations and individual artists from EU member states and candidate countries from the Black Sea region.
The integration of the population in the Black Sea region based on the shared cultural heritage and traditions was enhanced and cultural exchange was realized. All that increased the interest towards the partner towns as tourist destinations as result of the new cultural events and created network for cultural exchange.

FUNDING

The project is funded by the Black Sea Basin Joint Operational Programme 2007-2013, regulated by the European Neighborhood and Partnership Instrument (ENPI) of the EU under the second call for proposals. The total project budget is 297 288,88 € of which the funding for the Bulgarian partner - Platform AGORA - branch Burgas amounts to 69 432.50 €.
